A word about diminishing returns: Given that you only have so many points to spend, it is highly recommended to not spec out to the 'nines', meaning that in whichever category you are spec'ing in you get greater bonuses by only putting on average six skills points in the categories that interest you.
If you do wish to do a full spec in a certain category only do so in the one or two that greatly affect you i.e. a captain focused on beam attacks might want to spec the full nine points in Starship Weapons Training.
